This is most easily done in the level "Direwolves" within "Dark Forest" during the campaign. Just make sure that you have a single arrow equipped to your ballista, and select the "Casual" difficulty.
Once the level starts, just position your ballista, and wait for the wolves and time the shots so that you get only headshots. If you kill all 10 enemies in a row with headshots, you will unlock the achievement!

I just want to add one thing about this achievement...it says to get 10 headshots in a row well i shot 11x on the direwolves level, i miscalculated one arrow and shot before one of the wolves got to the spot and i missed but then shot again and still got a headshot and on the last wolf i got the achievement. just a heads up

I found the easiest place to get this was on the second level of the Royal Arena - Melee Mastery
Target dummies trundle along at a very slow pace on this level. Better yet, there are more than 10 of them!
With your hero: get close to one, hold RB to bring out your bow and arrow, aim slightly upwards as they approach, and then hit A to shoot them smack in the head. If done correctly, a headshot banner will display on the screen. Just do this to 10 of them in a row - without miss - and you should get this achievement!

Might be worth mentioning that this cannot be done on 'Casual' because there are only 8 dummies
