How to unlock the It's Time to DSS achievement in Castlevania Advance Collection - Definitive Guide
Thanks to Devil Maw Cry for this glitch:
You must first beat the game once through, doesn't matter what ending you get.
From the start menu, select new data and enter your name as "FIREBALL". This will start the game in magician mode. After the first cutscene with Dracula, you will fall down the chasm, proceed to be killed by the first skeleton bomber until you get a game over screen. Now hold and press to rewind to before you were killed. The achievement should pop then.

My only guess is that you start Magician mode with all cards but why you have to die first does leave me with questions.

Edit:
As reported in the comments below, going into Magician Mode, using the save state function, closing the game completely, and then reloading the save state will pop the achievement. I have confirmed that this works! I will leave my regular guide just in case the game gets an update and patches it out.
There are a grand total of 20 DSS cards to obtain from various creatures in the game. If you hit and go to the Encyclopedia, it will show you which enemies have each card. Note that two different enemies can drop the same card, so be aware of that. Also, the games makes note on the right side of the screen if an enemy has a card when you hit it.
The main difficultly is grinding the cards as it requires a decent Luck (LCK) stat to get these. There are two ways to do this and both are time consuming:
1:
In Normal (Vampire Killer) or Shooter modes, find equipment that boosts LCK.
The Luck Ring (+50 LCK) drops from Zombie Thief in the Catacombs and Triumph Hallway.
The Gambler Armband (+100 LCK) drops from the Mimic Candle which spawns in the Audience Hallway on in the room with the Skeleton Athletes after defeating Death. (See Video below).
The Rainbow Robe (+15 Luck) drops from the Forest (Underground Warehouse) and Poison (Underground Gallery) Armors and Ice Demon (Underground Waterway).
Also, equipping Venus+Mandragora gives an additional +25 LCK.
2:
Beat the game in Normal, Magician, Fighter, and Shooter Modes to unlock Thief Mode. In Thief Mode, your level 1 LCK stat starts at 1600 and caps at 9999. This will make it easier to obtain all the cards. You can still get the equipment to help boost LCK but this won't be as necessary.
Gambler Armband Location
Here is a speedrun of Thief Mode by GarniTexas where he gets one of each item as well as the cards. He uses glitches but it can help if you are looking for a more visual guide

Note: I put the most COMMON place to find these, which is typically the first place you'll find them progressing normally. There will be a link at the bottom which has all the potential locations for each card.

You can use the rewind feature to help with drops. I successfully farmed a few cards on the catacombs this way. If you kill an enemy that should drop a card, and doesn’t, simply rewind and kill them until they do.

Can confirm that you can use rewind to get the card drops.

All you need to do is beat the game once. Start a new file with the new Magician game mode by inputting your file name as "Fireball". After the game starts and you are finally able to move run into the first skeleton bomber and let them kill you. Afterwards use the rewind time feature and the trophy should pop.

In Magician Mode you can do quick save quick load and the trophy will drop
