Here is how you unlock Julius Mode:
-During the second boss battle with Dario Bossi (in The Pinnacle) use the Paranoia soul to enter the mirror and defeat the boss.
-Go to the right and get the final Magic Seal.
-Go to The Garden of Madness. There is a small section in the middle of the map that was inaccessible previously without the final magic seal.
-Before you enter this door MAKE SURE YOU DO NOT HAVE MINA'S TAILSMAN EQUIPPED! This will force one of the bad endings that will make Julius Mode accessible from the main menu. If you have it equipped before entering the room it will continue the game so you can get the good ending, but Julius Mode will be missable on this playthrough.
-Beat Julius Mode and get the achievement.

I completely ignored the “Bad” ending and still unlocked Julius Mode. I’m pretty sure it unlocks regardless of whether you get the bad or best ending.
