For this you will need to reach level 18.

You gain experience by defeating enemies and by finding scrolls on the glowing purple corpses. If you've gained 100% completion on all three characters and fought all the enemies you encountered, you should be close to the max level (18). Playing through New Game+ should be enough to take you to the maximum level. If you don't want to start a second playthrough, the Demon Armor enemies in Trevor's campaign are a good source of experience.
