How to unlock the Chancellor of Catan achievement in Catan - Definitive Guide
The developer expects you to play ranked matches a lot. Win or lose, all points are supposed to count. However this game has some problems... anytime you go to unlock two achievements at the exact same time, it will unlock one, and prevent the other from ever unlocking (unless you recover your gamertag on a console where you haven't played Catan, and re-achieve the requirement). Also the game has been known to lose your ranked Victory Points.
Because of this, if you want to make sure you unlock without worrying about the points counting or not counting, and if another achievement will unlock at the same time :
Build, Unbuild, Rinse, Repeat. If you build a settlement or city during a ranked match. It counts as 1 point toward this... even if you UNBUILD it. During a turn, you can generally build/undo anywhere from 20 to 25 times You might start slower, but you'll eventually get the speed up. Cities are easier, since a settlement has the same requirement as a road, thus you have to navigate past road to build the settlement.
You must START a ranked match with 4 players, however if a player drops, it will replace it with a computer AI player. Points you get STILL count if a human player drops. This works as of the date of posting (Oct 10, 2009). We had people get the achievements both after 1 person dropped, and after 2 people had dropped. I would assume that they will work even if 3 people drop and you are left alone, however I cannot confirm this. See notes for confirmation that this does work.
It's better if you do this when other players are knowingly doing it as well, otherwise you are likely to get a lot of bad feedback. If all 4 players are doing it, you can pretty much keep the game going "forever" since no one will get enough points to win. Achievement is awarded IN GAME, not at the end, so you can get multiple VP achievements during one game. Note that if you use this method you will likely have to do all 1000 points in 1 sitting (can be multiple games - just don't exit to the dashboard). If you exit the game your point total will likely reset to 0. It doesn't always do this though, so feel free to try at your own risk.

Well, I just got this achievement, and I would like to add something important:
DONT SPLIT SESSIONS! Me and some mates lost hundreds of points just by finishing the game. For some of us, a network error would pop up after somebody would get the 10th VP, causing him to lose all stats INCLUDING those before the match. It happened to me too.
I discovered this when I got my 500VP cheevo. I got it when i reached 485. I had 3 matches before this, of which ONLY the last one (the third one) got an error.
In other words, DON'T RISK SPLITTING SESSIONS!. Make sure you have 4 hours for 1 session. If you have to leave, leave your 360 on so the others don't have to struggle with the AI.
Second:
Whoever is the host, can build/unbuild faster. The trick is that the player should press UNDO as soon as his city is build and blinking. Go IMMEDIATELY back to build, and mash the A button 3 times to instantly build the city again. If done right, the cards will flow into the hands of the player, and immediately flow back to the board (thus building the city).
Doing so, the host can build almost 40 cities per round. All other players are around 25 depending on their network connnection.

OK, just popped this 3 nights after getting the 500VP one. Pulled the wireless adapter cable shortly after everyone placed their settlements, then putting it back in. 1/3 of the time, it didn't drop anyone, 1/3 it booted me from the game and XBL, and 1/3 it'd make the other 3 icons show the loading icon, then swap them to AI.
I figured in my last comment that it was giving me 9VP on the score screen every time I built/undid a city, so I'd need ~9000 to get this. Had just over 4500 for the 500VP achievement, then quit for the night. Got 1900 the next night, 1200 this morning, and just over 1400 tonight when it popped.
I think the most important part, if you're going to play against AI and can't get it all done in one session, is to make sure you finish any game you start. It appears the points are added to your profile when you build the city, but not removed from there with Undo. They're added to your online ranked standings with the official end-of-game wrap-up, so if you're getting reset, make sure you finished the full game.

- You will lose track of all points you lost that session if you exit that session. In other words, you must complete the session to keep the points.
- You don't have to coordinate boosting with other people, however it is heavily frowned upon to do this in a game where boosting has not been coordinated.
Lets say the estimated time for unlocking this achievement is 4 Hours. I started from 0 (Down to Zero they were, leaving, for another one) and this took me approximately Four hours of dedicated boosting.
How do I set up a boosting session and boost?
1) Get into a Ranked Lobby.
2) Go through Initial Game Setup.
3) Gather enough resources so that you may place a settlement. Also gather enough resources to place two, maybe even one, roads. After this, proceed to place your settlement.
4) After the settlement has been placed, scroll through the mini menu in the bottom right hand corner of the screen, this is your actions list (Trade, Build, End Turn, etc.) and select undo. (above end turn action)
5) Continue to do this (Be sure to keep an eye on the timer) until "Chancellor of Catan" unlocks
Remember, Patience is a virtue.

ALERT!! : A friend of mine got banned for a week from xbox live.. for taking me too literally about getting the other person to quit. After absolutely spamming their inbox... they didn't leave... he eventually completed the game.. and got banned for a week. Be POLITE like I said. LOL
Okay! Got this achievement a few days ago, and think I've got a few time saving tweaks. Many thanks to other solutions and comments!
IMPORTANT--once you start boosting this using the build/unbuild method, do NOT exit the game to the dashboard! Some people report that works, but most people say it won't count your points if you do.
My biggest time saving tip is to try to get in a match by yourself! If you do, it should take less than 30 minutes to get this achievement.
If you set up a session, start with 4 players, then as soon as it starts, have the other 4 place their settlements on awful spots around the edge of the map or all right next to each other, then have them quit. You stay in the game.
Reason for this! You won't have to wait for the other boosters or humans in your party, and the computers ALWAYS play fast! You'll be around to your next rebuilding turn in about 20 seconds sometimes, whereas a boosting session full 4 player game will take you a minimum of 3 1/4 minutes to get back to your turn. You should be able to get your 40-50 builds per turn since you are now the host, and at this rate it shouldn't take you more than 30 minutes!!
Now for some other tips with credit to the authors:
Credit to Sketchy McSktch; Start the game and hog all the wheat and ore(I actually won a game doing this LOL!!), so when it comes time to build, you'll have city as the only default build option, and roads won't get in the way of your fast settlement building by default. Once you have enough wheat and ore, sell/trade/buy stuff so you won't lose your stuff on a 7 unless you have ten cards or more, because then you will always keep a city's worth of cards. Now, as soon as your turn starts after your roll, hit ", , , , " and repeat. What this does is: "Build, Select City, Build City, D-pad to Undo, and Undo". Repeat this, get the rhythm going(credit to PrimeBigTime), and you'll easily get over 40 a go! Be careful to watch for the 3-second timer and make sure to undo in time so it doesn't actually build.
Credit also to Sketchy McSktch: under options, set your deal card speed to the fastest possible, this will save so much time!!
Now, for the other 3 people if you're in a session, or if you're boosting this on your own, you can search for a ranked match, tell the other people in the game what you're doing, and start doing it. Have the 3 people or however many you have do this, once the game starts, the extras quit, and leave the booster in their own lobby. If human non-boosting opponents don't want to leave to, make the game miserable for them--after all, you told them what you're doing, they didn't want to leave. :-) I got mine to quit with judicial placement of the robber, terrific trades with the computer opponents, great placement of roads, etc. Once they leave, it's off to the races! :-) Definitely tell them what's going on though as they might leave right away if you ask politely. Maybe offer them a polite good match when you're done. :-) Besides, they usually like to leave after your first build/unbuild minute of constant annoying sounds. lol!
Final tip--if you ever get enough resources for two cities, build two in a row, then unbuild both in a row! Much faster than a single city!

Very nice tips. I think I'll give all these a try. It feels like I've been at this forever and I haven't even gotten 500 victory points yet.

The above solutions are all correct, but I wanted to draw attention to something important in case anyone still needs to boost this:
****LONGEST ROAD DOES NOT COUNT!****
At least not if you are using the build/undo method detailed in the other solutions. You MUST build either a settlement or a city. 4 of us wasted about 2 hours building and unbuilding roads (and gaining, then losing, longest road 2 point bonus) before we figured this out. Don't be like us! Start with settlements or cities. The only place this is mentioned so far is a single comment buried somewhere under one of the above solutions that one of the other people boosting with me noticed.
Credit to Worhammer (Worhammer) for this comment, it is 100% correct, and the entire point of my posting this guide is that anyone looking to boost it *needs* to know this. It should be more noticeable than in the middle of 37 other comments:
"Just in case anyone was wondering, building & unbuilding a road for "The Longest Road" does NOT count towards this achievement in this way."

Furthermore, as a few people point out, if you hold LB you can see various stats for the current game. In the middle pane there is a column for current VPs for all players, and then the next column over shows a number. That number is the key to this boosting method. Getting something like longest road does not affect that number. Building a settlement or a city makes it go up, but undoing the build does not make it go down. That number seems to go up different amounts based on what you are building, and possibly other factors (it seemed a bit random when we tested it). It is not a 1:1 with VPs though. Cities made it go up about 9, settlements about 4 (usually). My score in this column was around 6,000 when I popped Chancellor, but I had completed roughly 250 legit VPs in real games previously, so your milage may vary. The important thing is to check to make sure this number is going up.
As DragonYen and Shadow 00 Fox point out, cities are better because then you don't have to do anything to select what you are building. (I personally built roads when I could just so that I didn't have too many resources in hand, and so road wouldn't stay on the list of things to build).

Credit to Worhammer (Worhammer) for this comment, it is 100% correct, and the entire point of my posting this guide is that anyone looking to boost it *needs* to know this. It should be more noticeable than in the middle of 37 other comments:

Indeed it does not. Thanks again to Worhammer, I might have given up on this one without that comment.
Furthermore, as a few people point out, if you hold LB you can see various stats for the current game. In the middle pane there is a column for current VPs for all players, and then the next column over shows a number. That number is the key to this boosting method. Getting something like longest road does not affect that number. Building a settlement or a city makes it go up, but undoing the build does not make it go down. That number seems to go up different amounts based on what you are building, and possibly other factors (it seemed a bit random when we tested it). It is not a 1:1 with VPs though. Cities made it go up about 9, settlements about 4 (usually). My score in this column was around 6,000 when I popped Chancellor, but I had completed roughly 250 legit VPs in real games previously, so your milage may vary. The important thing is to check to make sure this number is going up.
As DragonYen and Shadow 00 Fox point out, cities are better because then you don't have to do anything to select what you are building. (I personally built roads when I could just so that I didn't have too many resources in hand, and so road wouldn't stay on the list of things to build).
You will need to collect 1000 VP for this achievement, but they must be obtained in online RANKED matches. Follow the basic game hints as stated for the other achievements and you will be able to get this fairly easily, although it will take time. Human players are craftier than computer AI, so you will be playing an entirely different game altogether. Win 100 ranked matches and you will unlock both achievements.
