How to unlock the Scholar of Catan achievement in Catan - Definitive Guide
Use Fast Play and Fast Start. When you are at the screen in which you choose which CPU players you want to compete against, press Y for options. At the bottom should be the ones you're looking for.
You will start with 3 VP points and only need to get to 7 now.
Adding friendly resources may also help, but it can hinder, too. If you go five turns without income (cumulative, not in a row) then you will get to pick a free resource of any kind. This is great since the CPU barely trades anymore. However, keep in mind that the CPU gets the same perk.
Personally, I went for longest road (+2), built another settlement (+1), built another city (+1).
Going for developer cards might make this easier for some people since they generally help you get resources, you may get a VP card, and getting three soldiers will get you 2 extra VP points.
It only took me two tries to win this way.
I set all the AI players to "Cleopatra", then clicked "Y" as "Failure Online" described, and changed the Victory from 10 to 7 VP (I think this is called "Fast Victory", changed to "Friendly Robber" and "Friendly Resources".
Then started the game and selected a good location ("Ore", "Wood" helped me) and tried getting the longest road, upgrading a settlement into a city.

This achievement is only as hard as you make it, it may take a few attempts but follow some basic rules and you will fly through it. Moderate AI will stop trading with you once you take a large lead, so set yourself up for some easy victory points early on and you won't notice the lack of trading.
Development cards will be your greatest ally, so you may choose starting settlements that will give you lots of wool, grain and ore. You can use Soldier cards to steal resources from other players, or Road Building to grab the two VP for the longest road.
Be sure to keep an eye on how many settlements you have as there is a limit to how many you can keep at any one time, upgrade good positions into cities (also gaining VP) so you don't trade all of your resources to build a settlement only to find you can't build any more.
