This is cumulative across all runs. It likely won't unlock naturally since only one level actually has a goal to do this. Doing it gives you three Treats though, so it's worth it. Both the Apartment and Modern Home levels have toilet paper in the bathroom you can unroll in Goals mode if you need to grind this out.
