New cats will be unlockable depending on the total number of photos you have collected. It requires having collected 105 total photos to unlock all cats.
Every new cat requires that you have 5 more photos in your total to unlock. You do not actually "spend" the photos to unlock the cats so don't worry about impacting your photo collection progress.
The fastest way to collect photos is by playing Procedural on the Pawliday Den level (smallest level) or Box Purradise (most photos in one room) and completing goals that reward photos as well as grabbing the 4-6 in the level each try.

The best way to unlock this like the above guide says play procedural on pawliday knock over all the photos and then start working on collecting treats anything with a glowing outline (all the curtains plants and cat scratchers) probably about 40-50 treats every run =9-10 more photos you can buy them in the collection tab for 5 treats.

There are 22 playable cats in the game, and the first cat is unlocked from the beginning. You can unlock the remaining cats by finding photos. The amount of photos you need will increase by 5 for each cat you unlock. For example; cat 1 requires 5 photos to unlock, cat 2 requires 10 photos, cat 3 requires 15 photos. You will need a total of 105 photos to unlock every cat in the game.

Cats are "purchased" from the cat selection screen with the photos you find throughout the game. I say "purchased" because you don't actually spend photos to unlock them; you instead need increasingly higher photo amounts to unlock a new cat. For example, you'll need 5 photos to unlock the first cat of your choosing, then 10 for the next, and so on, increasing by increments of 5 until you reach around 115 photos to unlock the final cat. This will therefore come naturally while working on Photo Completionist (50G), which you can refer to for grinding out photos.
