The Drakepiercer is a power-up weapon that appears once or twice a match in the "Carnage" game mode. Both times it appeared high in the sky and when I flew through it to collect the power up, it said press 
to use. If you miss, the chance is lost. I'm 0-1 so far on attempts

To add to this:
Once you collect the Drakepiercer you toggle between your normal attacks and the weapon with "RB". You'll still need to target an enemy, and then press "A" to actually throw it.
As mentioned, you only get one shot, but it's a high speed, high accuracy, one-hit kill on your target. Consider it this game's ultimate sniper attack.
