This will come naturally but if you're looking to knock it out quickly, there are 4 sets of blue birds in the SE section (docks/slums) of Farnsport. Run towards them to scare them away.

3 birds in each flock.
That's 12 birds every ~10 seconds so this will unlock very fast.

I want to point out that it doesn't seem to be QUITE this simple. At least for me, it hadn't popped for a long portion of the game. I was in Act III when I finally got it to pop. What I think is the case is that you have to get 60 birds in one map. Not one area of one map but of the entire map. I was sure that I had made over 60 birds fly total but until I got a map in Act III where there were tons of birds to scatter it didn't "come naturally" in the course of playing the game.

Honestly I think it's 60 different birds, like can't scare the same birds over and over. I got it in Shambala.

I got it on my first trip to Farnsport doing exactly what my solution suggests, using the same birds. So it can definitely be done with the same birds.

think its buggy. im at the end of the game and am sure ive seen more than 60 birds fly. like closer to 600. but maybe im paranoid :P

Birds are found pretty much everywhere including towns and the world map as part of the game's ambient scenery. As you walk near them, they will fly away - you will get this fairly early in the game without trying.
