As far I know there's the same grimoires as skills and moves, I was worried about it but when I spent the last grimoire was for the last skill of the last character that needed it.

Rusty Anchor is bugged for me, still not appearing after I finished the vacations side quest, I'm almost at the end of the game, just need to beat the final and ultimate boss.

Unfortunately you kay need to quit the game and restart the same thing happened to me when I got all of the grimoire shards but the one from the statue never came

I have all ultimate weapons crafted, upgraded to max and equipped and no achievement. Tried quitting and restarting and no luck.

You could try a new game.plus om the easiest difficulty and see if the cheevo pops when you start if not them just rush through the game again unfortunately

Finally got the achievement but wasn't expecting it the way I got it and I'll explain it:
So after uninstalled the game and installed it again the rusty anchor didn't appear, so I decided to start a new game+ to rush to the side quest "A little vacations" to see if I could get the rusty anchor after doing it, but I picked "get random items from chests" for this new game+ and got the "Sin Eater" ( Raphael's ultimate weapon. ) from a chest when using Sienna in Farnsport Palace after Victor's segment in the banquet, and then I got the achievement, weird but gladly I got it.

Nice, I don't know I can get another grimoire shard in my current game tho. I don't want to play the entire game again just to unlock all characters and get all of the stats and moves

Ultimate Weapons are unlocked by finding two components (a rusty weapon and a Soul of Farnese), and presenting these to the Vaehl on the Flying Smithy. To unlock the smithy, you need to first find a book in the library of the Nhysa Academy, just before the final boss of the story. It's fairly obvious when you come to this location. This will reveal the smithy on the world map when you're in the airship, and you simply need to fly over to access it.

Once you collect all 12 rusty weapons and 12 Soul of Farnese (there are actually 13 of these in the game for some reason), the smithy will be able to forge each ultimate weapon (one at a time) and the achievement will unlock once you have made all 12.
