The deals come from loot either around the world or dropped/stolen from enemies. When looking at the deal list, you can use the view button to cycle through the list of items. Doing so will tell you the enemy that drops it and/or where to find it.

My last deal was with the coal loot from a monster in the W. Mine.
I was stuck a long time not knowing which deal I was missing.

To anyone bought all Deals and got no Achievement....

Check you got one of these materials.

2x Tadeye Eye 2x Sandy Tooth 2x Curling Eye is the easiest to miss

I would also recommend putting on crystals on armor/weapons that gives a boost in drops. Sienna and Robb have skills which increases drop rate.

Thanks to Arenafighter. This was also my last deal. It took me 3 Senior Tadeye, 1 Humphry the Hungry and 3 Dwelly of the Valley to get all the drops, not counting the initial kill which obviously netted me zero of each item.

After few months no new guide or idea? :) that´s bad no real list of whats misssing. I go to each monster kill it for material and no new deal appeared at all, so I´m probably stucked....

3 questions:

Is there a 100% list of all deals?
Is there a way where you see which deals you already bought?
When the deal appear? If you sell at least 1 item from required list? because I see many incomplete....now I already finished all with no achievement popping, Try to grind each location, sold all and no New deals available....

Worth noting you can sell all your Loot freely without impacting the Deals unlocking; you don’t need to sell things together or in a specific way to unlock the Deal. It’s not like the FF12 bazaar system where you might be inclined to horde the Loot and plan out how to sell for efficiency.

So, bulk sell without concerns as often as you can. Loot is only used for generating cash.

If you weren't keeping track of completed and purchased deals and have done everything else in the game, my suggestion would be to start with the list of unique monsters. You've likely only fought most of them once and some of them can be a little stubborn with their drops. The only one I was missing at the end was the Ultimate Material Pack because none of the three unique monsters dropped their items when I fought them.

Deals are activated in the merchant menu after escaping the sewers and preparing to leave Farnsport during the beginning of the story. Throughout the game you will find items in the world or as drops from enemies that will show up as "Loot" in your inventory. You should always sell everything in the "Loot" category at a merchant, as this will open new deals and it has no other purpose in the game. Once you have sold at least one item from a Deal, the Deal will be unlocked so you can see what else you need to obtain. Once you have sold the full amount of items in a deal, it can be purchased with your regular money to receive the rewards. Purchase every deal found in the Steam guide to unlock the achievement.
