The Stasis Field comes with the DLC, but Slowdown has to be obtained and bought from level 3-1. After sliding down the beginning, stop the chariot on the disappearing death rail, jump into the alcove to the left, and be prepared to catch the chariot when it falls.
Once that's done, you'll need a second controller to activate both gadgets. Equip both, then trigger Stasis Field, then Slowdown. Your profile doesn't have to be the one using Slowdown, so it should unlock for both at once.

Btw, I wanted to note that this achievement may be a bit glitchy as I did the requirements the first time and it didn't unlock but once I restarted my Xbox, signed in again and did achievement requirements for the second time (the same exact way), it unlocked. Not sure if it was just me or Xbox Live in general that day or whatever but just wanted to make people aware :)

That first day was a bit screwy, to say the least. I did half the achievements before there was Gamerscore involved, and it took two days to fully sort itself out.

Grab a second controller and equip one player with Slowdown and the other with Stasis Field. Choose any level, and when it begins just press 
on each controller.
