While on your way to fight King Tepes (second boss) you see 2 tattoo artists with chairs. Your first tattoo is free and you cannot progress until you get a tattoo so it's unmissable, just need to stand in front of the chair and hold (default) X.
This is also another free tattoo before you get to the tattoo artists which you have to scan in the toilet (oh er) where you have to pick up the grenades to progress the level.

This is story-related and can't be missed. Shortly after the "I Brought Down a Giant" achievement, you'll enter a building. After a few obstacles you'll see a tattoo chair where you will get this.
