This is Lester's skill based achievement. To unlock it you just level up and select Soul Sucker from your choices. Then you stand over a downed enemy and you'll be prompted to press Y and suck their soul. Do this 7 times and the achievement is yours.

U need to be level 5 to do this, might be an update, but i just tried this

The only thing missing from the solution is that you can unlock the soul sucking ability right away at level 2, so this is literally a five minute achievement like Tommy's healing totems.

This is Lester's character-specific achievement. In order to unlock it, unlock Soul Sucker as a skill. Once you do so, you will be able to steal souls from downed enemies by pressing . Do so seven times for the achievement.
