The reflector appears to not block melee attacks or gunfire from the small gunners that are “hit scanners”, or hit you instantly. Rockets and laser fire are knocked back.
There are reflectors available earlier, but a very easy spot to unlock this is on MAP13: The Weird Dimension. After shooting the two switches through glass, you’ll head outside. Go right, then right again. Shoot the back wall for a hidden reflector powerup. Advance to the change in scenery with two bars on the walls on your left and right. On both sides are double laser soldiers. Stay a tad back from them, and reflect the shots back at them by standing there until one dies, and this will pop.
