I feel this game takes 1-2 hours to complete because of the secret burgers. I struggled as well, but I noticed something every time I got the burger that everyone may have overlooked.
To sum it up simply, if you see an open area, look very closely at the plants, flowers and vines in the foreground. If you see one shaking differently or faster than the others, walk into it and the burger will pop up.
Collect the burger and finish the level for it to count! After the you collect the 15th burger and finish the level, the achievement will pop while transitioning to the next level.
