If you're like me and you don't know which litters you missed, there's a way to know the areas they are at. Go to Dinners, head to the right of the city, pass the phone booth, and go up one screen. There'll be a house with the character Spinash in it, and he's able to help you by saying where the remaining litters are. Very useful. Combined with the Steam guide above, it'll be a piece of cake to get all the litters and the achievement. You can then return to speak with Spinach, but he won't give you anything as a reward, so it's optional talking with him after getting the entire map cleaned up.
