So I can't confirm if this can be done while replaying a level or not but I got it on a new level beating it first try.
Basically just sit at the end of a level and watch the timer count down. Pay special attention to the 0 chips remaining count blinking as that blinks every half second. Use that to time your exit so that you go a smidge after the countdown hits 1 second left.
If you did it right you’ll get an in-game popup as well as the achievement popping immediately!
