Unmissable story achievement.
After the Dormant Rite mission, the next story mission is Preparing for War. After returning to the Enclave, you will need to speak to Sav and then have the option of talking to a couple of others before docking at the Hangar.
"Buy" the free missile launcher and then equip it and exit the hangar. Achievement will pop soon after.
It doesn't matter if you buy the 2000 credit launcher or not, as the game forces you to get the free one
