This is unlocked after the sensitive cargo mission given to you by sav.
Fly to the location marked on the screen/map and after you take out the pirate search the crate. After that fly to the areas marked with a triangle and collect the credits, then head back to the square marker. Once you fly through that, head to the yellow square marker and the laser will be there.
Equip it and put it to use, then head out of that area.
Achievement will pop then

I ended up switching back to the Gatling gun because the ships are too fast for a single shot weapon.
