Sounds simple, doesn’t it? Complete the 42 story missions and the last mission. The last mission is extremely hard and frustrating. Just remember you don’t necessarily need to use the hound they provide you with. You can construct a new hound. I personally passed all 43 missions with Tactical Instructor by using the HOUNDs the mission provided me.
