Some factors that will help speed this along will be:
City transportation infrastructure
Policies
Road hierarchy
Previous save with large population. (60k pop for mine)
It took me roughly 40 minutes to an hour to get it popped.
I had a medium sized airport setup with 8 smaller planes and 3 medium planes.
I had a metro and bus stop setup to bring people FROM the city to the airport AND bus and metro to bring people from the airport to a tourist commercial zone setup nearby.
I brought in around 500-600 per week.
I had all three of the airport policies found in the terminal menu turned on.
