Starting from level 1 the following goals must be met to hit the next two levels.
I built a small-medium sized airport with 8 small planes and 3 medium planes. I was bringing in around 500-600 passengers a week with a city of around 60k cims. I had a metro setup to bring people to the airport from my residential area and one to bring people from airport to commercial.
Level 2 requirements:
Passenger Count: 500
Attractiveness: 200
Level 3 requirements:
Passenger Count: 5000
Attractiveness: 1000
