First you’ll need to paint your Airport district.
This is the first option under the Airport DLC tab on your ingame bar.
Once painted you can now place your terminal of choice.
The cheapest option is $75,000.
You’ll now be able to place other buildings.
Under the fourth tab of the Airports Menu you’ll have things like runways, stands, etc
Cheapest option for a plane stand is the Small Aircraft Stand for $10,000.
The runway must be 50 units long minimum and will cost you $60/cell or $3,000.
Once all three are placed your achievement will pop.
Total money spent: $88,000.

I had this glitch out on me. It wouldn't pop across multiple saves. The way I got it to work was by restarting my console, loading up the game and then making an airport again.
