Go into the transportation section and the walking tours is beside the tour bus tours in the tours tab.
Just create five short routes and the achievement is yours.
If you want people to go on the tours have the tours go between areas of high entertainment: parks, custom parks if you have park life, even libraries. Also walking tours should be not too long or people are less likely to go on it.
