How to unlock the Clark Cable achievement in Cities: Skylines - Definitive Guide
The guide I am writing here is the same for both Cables Galore (Transport 20,000 passengers) and Clark Cable.
Build up your city naturally but don't place any public transport yet. When you unlock cables cars, use them as your only public transport route.
When you place them, make sure that the route between two places is made shorter by use of cable cars, since your cims will use whatever route is shortest.
One way of using this is to create a route from an estate/part of your city that is at sea level to another area that is very high up. This will encourage the use of this (especially if you have made winding roads to that destination).
You could also place this across two area of tour city separated by your highway/motorway.
This public transport route seems a bit over the top and not necessary in your city so you might find that it becomes underutilised. This achievement will unlock but it will take time.

To unlock the Clark Cable trophy in Cities: Skylines, you will need to purchase and install the Mass Transit DLC.
For this trophy, you will first need to unlock cable cars once you reach the Small City milestone at 2,600 - 11,000 population depending on which map you start on.
Once you have cable cars available, you ideally want to place stations at your busiest areas, large industry zones, commercial areas, transport hubs etc to get the maximum number of passengers travelling as possible. The more stops you add in busy areas, the better.
Once you built a decent route, carry on playing the game as normal or fast forward on 3x speed until the trophy unlocks. When it does unlock, carry on going, as there is a second trophy that unlocks once 20,000 passengers have used the cable cars.
