How to unlock the Come Fly With Me! achievement in Cities: Skylines - Definitive Guide
Note: For context, the comments below this guide are from my previous guide (which I wrote on 3rd April), made before an official patch was released. This patch changed the requirement from 300 tourists to 60. I have since edited this guide (27th April) to better reflect the current situation.

This achievement may take some setting up. I did this in a city with 80k population and 90% traffic flow. Try to use these tips to increase your tourist numbers:
- Place this attraction in your most central and most connected 'hub' as possible
- Turn on all policies that boost tourism, such as Outside Connections
- Place stops for your main transport routes just outside or near to this
- Place down your inter-city bus terminal nearby and, if possible, your train station that allows for inter-city stops
- If you have unlocked it, place down the Space Elevator monument to boost tourist numbers
- Don't put parks and other tourist hotspots nearby since they can 'suck up' tourists. Try to make this the sole attraction within your main area
- Make use of the sightseeing buses from the Parklife DLC if you have them
- Place down a Campus nearby and turn on the policies to allow for exchange students (from Campus DLC) if you have access to it, since they count as tourists.

As of April 21st 2020, the achievement is obtainable and the requirements have been lowered to 60 tourists.

I can’t get above 30 in a city of 157k. Turning off other tourist attraction seems to have a negative effect.
I have around 2,000 tourists in the city at any one time. Any suggestions?

heya guys
so yes this achievement has been patched and they lowered the requirements from 300 to 60 tourists
now i done this with a population of just 90k and to get more tourists you have to improve your cities attractiveness which you can do by placing down more services like schools and police stations , but also putting down things like parks and plazas to increase the land value
so once you can put the aviation club down you should put in somewhere that is central to your city (meaning that it has easy access to all areas) then once it is placed you want to set up all modes of transport to be as close to the aviation club as possible MOST IMPORTANTLY though you need to have things nearby that will bring in the tourists directly like a train station that allows inter city trains and an international airport as well as the coach stop that allows people from other cities to come
the area around the aviation club should all be commercial zone so that you can create a tourism specialized district, but as well i placed down a lot of parks and unique buildings because it seems to attract more tourists rather than making you lose them
then its a case of turning on all the policies that increase tourism and the free public transport one aswell as outside connections
also it helps to have a green traffic flow so that buses and cars can get to the aviation club quicker

This wasn't difficult at all for me. I created a "square " of sorts which has a train station, intercity bus station and several bust stops and subway stops and pretty much placed the Aviation club next to it. Achievement unlocked in 5 minutes!

Couldn't agree more that putting the Aviation Club near tourist attractions is the way to go. I placed it right across the street from the airport and, moved the Space Elevator to the end of the road between the Club and the Airport. The Stadium and the Posh Mall were nearby. Right away I was getting 50 visits per week. I added the Intercity Bus hub, and minutes later got the achievement!
