How to unlock the Earthloving City achievement in Cities: Skylines - Definitive Guide
Some tips to help-
Use the Info view to find out how much pollution you have.
1. Just use wind turbines for your power as they produce no pollution.
2. Make sure your water source is well away from any pollution.
3. Have no industrial zones, use office zone to keep your
Industry bar happy.
4. When you reach the rank of 'Big town' you will have access to the Incineration plant. Build 3 or 4 of these close to your landfills. Use your inspection tool on all the landfills you own and start emptying your landfills, it'll send them to the incinerators. (Landfills will NOT recieve any rubbish while in emptying mode).
5. When you reach the rank of 'Big City' you will have access to the water treatment plant, bulldoze any water drain pipes you have and replace them with these.
6. Hopefully now the only thing you have left producing pollution is now the Incinerators. Now we can bulldoze them. It'd be advisable to activate the Recycling policy as the pollution will take a few in-game months to disappear. (This is because we have no way of emptying your populations garbage).

Do you have to avoid zoning for industry to get this to work?

If your in a position to get this ach, obtain the eden project monument, place in city, and all pollution is eventually dropped to 0%,

How long does it take to get it to 0% with eden project movement. It seems take forever or no processing dropping down. Im just at 4% ground pollution

Ok what i did here in order to get this achievement, was:
1) Hit population 16000 and unlock the water treatment facilities. I replaced the old sewer system with that so i don't produce water pollution
2) I begun to buy incinerators and started emptying the garbage fields. Just buy enough.
3) Replaced all industrial areas with office areas.
Bam achievement unlocked :)

In all honesty, I don't think you really need to put in a huge effort for this one, it seems like they just want relatively low ground and water pollution. I wasn't actively trying for the achievement, though strangely enough when it popped I was actively going for the 5 full garbage dumps achievement.
-The power source I used was turbines and water turbines.
-I had the outflows placed on the very edge of the map so they left the map quickly
-I had industry, as well as farm and forest specialized industry (so the industry is probably air pollution)
-I had 1 full garbage dump turned off (to save budget) as well as 4 partially full ones all in the same area.
-I did not have an incinerator, so I don't think that makes much difference
If it helps any, the map I was using was islands. I originally had my outflow sewage on the farthest I could go on the bottom right of the starting square (3,3) if you look at the map with the grid at the following page. After buying more land, I moved them to the lowest water between the two little islands (so on square (4,4), the corner of the small island in the bottom right of that square)

Unlock the Eden Project and build the monument. I received this naturally a few years after building the monument.
