How to unlock the Education Nation achievement in Cities: Skylines - Definitive Guide

So after a lot of testing I think I've got a setup that always works!.

+Start your city with education boost always on (this increases the budget by 25% but trust me, it's worth it)

+Use a grid layout for your city and make sure to not mix building types. Keep your shops and industry separate from your housing (this comes into play later)

+Make sure to build 2/3 elementary schools for every high school as your city expands. DO NOT BUILD ANY UNIVERSITY BUILDINGS!

+Keep this format untill you reach 100k population, at least 30k eligible for university and you have 1.5 million currency saved

+ SAVE YOUR GAME HERE!

Now for the achievement!
+Pause the timer and remove ALL of your industry and shops (this is why the set-up is important). This will remove all job options for your residents

+Mark the entire city as university campus and place enough dorm buildings for 20k students around any populated areas.At the same time scatter other campus buildings around to increase your campus attractiveness.

+Finally turn on all campus policies.

Once all of this has been done. Unpause the timer and watch the number rise! If this doesn't work, load your save and build up more potential students.

Dorm is only increasing capacity by 75 instead of 300 for some reason, anybody know why that is? Building 200 dorms just seems kind of crazy.

13 dorms (399 students in each) = 5187
This should cover the 15,000 and 5,000 in a campus. Though I've put 15 dorms to be on the safe side.

I cannot get this for love nor money. I have a city of ~50,000 population with 15,000 graduates and I’ve never built a university... any suggestions?

Finally got it; some of my stats for it;
185k population
42k (ish) eligible for university
Cover entire map in campus area and pause,
education boost + Industry 4.0 + encourage cycling policies,

Added massive amount of uni buildings all over in every gap! uni capacity was about 40k.
once I'd unpaused I went to about 8k students studying and it gradually rose to a peak of about 16.5k.

This is definitely and end game achievement as it will likely kill your city!

This achievement?! Woof! However, I finally got it by following the guide to the T. My city was as 108,000 with about 30,000 eligible students. The achievement popped as it soared past 15,000. Great feeling. +1

I can’t get this to pop at all. I got over 45k eligible, turned on my universities and it got to over 17k students studying at the peak and still didn’t pop.

How do you get more people eligible for university? I have 185k population, 35k young adults, elementary and high schools everywhere yet I only have 3k eligible for university

Cant get this to work. I have 40k eligible but when I do it, it won't go over 9k studying at any given time but everybody else appears to be instantly graduating

Got it. So a what I was doing was dezoning, I would suggest to raise all commercial, office, and industry taxes to maximum and I lowered my residential down to 5. Press play and wait a few minutes while many of those bussiness actually go out of busssiness then pause and place the dorms. I had about half of my bussiness actually destroy themselves, mine were spread out so would have been a headache to actually go through them but with the high tax icon floating above them it makes it easier to locate them all. After placing dorms about half of the bussiness being abandon I paused it becuase my electric grid was becoming really spotty. While I was trying to fix that it popped. When I looked I had over 17k enrolled with capacity at 32kish. My population was 118k with 42k eligible

How do you get enough eligible students? I have 180k population and 23k in middle schoold, but students eligible for university is stuck at 6k.

Brilliant solution, I struggled with this for hours until I read this. The only thing I did differently was I took one of my existing cities that had a population of 150k already and turned the city into one big campus, dropped a ton of dorms and all of the varsity sports and within 5 minutes got this and

Dropping a solution in here that I got via Message (summarised), when I asked one of the first who unlocked it (I’ll delete this solution if they make their own):

> Have a population of around 120,000, with over 30,000 eligible for University

> Deactivate School's Out Policy

> Activate Education Boost Policy

> Activate Industry 4.0 Policy

> Delete all generic Universities

> Build a large amount of High Schools (25,000 capacity)

> Let the game idle for 1-2 in-game years

> Once you have over 30,000 students eligible for University, build a Campus with room for 18,000

> Activate all Campus Policies

As soon as you open the Campus you should get 15,000 students right away

Does not work for me.

I spent hours doing as said in the guide. But for some unknown reason, i only hit 9.000 students on the campus, and then it drpped. I reliaded my save and tried it wit more than one campus ... it did not work for me.

Any suggestions?

EDIT:
So after my 4th city, i and many hours, i unlocked it. For me, i had to have 35000+ eligible student and a population of 136000. it also seems to be importnt, that you spread the campusbuilding all around the city, not only at one pkace.

One issue always seems to be access for the citizens. If you build your campus on one side of a massive city, you’d need dedicated transportation setup for bringing your citizens to the campus.

You can build your campus around the whole of the city and place many buildings throughout it so it has a wider range of access without the need for mass transport. As AdsKikaX said.

I have tried this with zero success so far. Had a city with 175,000 population and 40,000 eligible students. Upon re-opening my three campuses with 30,000 capacity, no more than 1,500 students would enroll, and the eligible students dropped <15,000 in 3 months.

Trying again with an older save, bulldozing all universities as I did before but building a single campus and dotting uni buildings throughout the city, otherwise it’s going to need to be a new city... Enraging achievement.

A city population of 330k.
Eligible students for Universities 45k.
Campuses spread through the residential zones...
And still the students attending doesnt break 10k.

And I've tried this with 3 separate Universities. Then one city wide university.
Then with no industry or business to employ residents.
I've tried this with good transport lines to and from residential and campuses.
With University policies on...and off. With education for profit on and with free tuition fees on.
And ALWAYS I cap out at 10k... still with 30k eligible.
It's so far my methods have equated in 2 weeks and hours and hours of tinkering, resetting, restructuring. Maximum student attendance has been 10599... before dropping back to low 9000s.

I think that you need to keep your population from ever going university, I tried this on a city with 120k population and starved them of university for a good few years, but because of the large amount of highly educated in the workforce 60k plus people very quickly decided not to go university when I opened them and numbers started dropping off very quickly despite the initial influx. I have re attempted by kicking every single person out of my city by raising taxes so high that they all left except a couple of hundred so the were barely any highly educated persons in the entire city, and opened two universities with to all capacity of 25k, total number of students on campus, around 14'500,then the number started dropping again. Will increase population another 20,30k and try again, I am sure it will work next time.

I tried a number of the solutions listed without success. My city was mature around 200-230k citizens. I did have the hadron collider so most of my population was well educated - so this is what i did. No need to pause the game at all

1. Delete Hadron collider and any "normal" universities
2. Build campus(s) around your city ensuring you have >20 - 30k of dormitory space and add whichever other campus buildings you have unlocked (I built one of each campus, one in each of the three corners of my city)
3. Turn off all campus buildings
4. Raise all residential taxes to max (25%?) until your population is approximately half of it's starting value
5. Lower residential taxes to 12%
6. Monitor elementary and high school capacity and build additional as required (I was on 35k elementary / 60k high school).
7. When your university eligibility reaches around 30k (it will take around 40-60 minutes) go around and open up all campus buildings
8. Achievement unlocks

This is in addition to CjMAN911's guide:

+ 13 dorms (399 students in each) = 5187. This should cover the 15,000 and 5,000 on campus. Though I've put 15 dorms to be on the safe

+ Once the Commercial and Industry started disappearing I found there was a huge drop in income. I was getting -130k a week. My 3mil was depleting fast. It's worthwhile going around your city and turning off your unique buildings and more expensive parks.

+ In the Budget panel, I dropped everything to 50%. Without the Ind/Com there is a massive decrease in service usage. Though keep an eye on your Infos. For example, my Water and Crime went too low. But this will overall save you a huge amount of money.

+ Power is another issue. Once Ind/Com start disappearing you might find large chunks of the city become detached from the power grid. Keep a birdseye view of the city, monitoring for areas becoming disconnected. Judicious use of pause allowed me to patch up areas. In my first attempt at this, a massive area of housing became abandoned as I wasn't paying attention to it.
