It's a simple as the description says.
Make sure you buy 5 of the $60,000 fire stations and not the $12,000 ones.
If you need the cash just save, do this then reload your save.

To unlock the Fire Watch trophy in Cities: Skylines, you will simply need to add five Fire Stations to your map.
You unlock the ability to purchase a Fire Stations once you hit the Busy Town milestone for having a population of 1,200 - 5,000 depending on which map you start on.
Once you unlock the Fire Stations, build five of them (cost 60,000 each) and the trophy will unlock.

Simply place 5 Fire Stations on a map. This is the 2nd option at 60k. So you will need $300,000 to place 5 at once.
