How to unlock the Fisher King achievement in Cities: Skylines - Definitive Guide
The achievement was fixed by Paradox on April 21st 2020.
Per city, you must achieve a couple of milestones for caught fish, to upgrade to a bigger harbor.
Anchovy and salmon fishing harbors require 250,000 units of caught fish to unlock, shellfish and tuna require 2,000,000 units of caught fish, so by 20% of the overall required amount, you gain access to the best fishing harbors.
The tuna fishing harbor is the largest of the five possible harbors and sends out two very large trawlers (depending on the effectiveness of the fishing route, it can also be a third one), but also requires very deep waters. You can use the terraforming tool to deepen the fishing grounds. On the fishing info panel, watch for blue fishing grounds. This one turned out the best for me because it sends out an armada of trucks to transport the fish from the harbors to the factories really fast. Please note that every specific fishing harbor, except for the first general fishing harbor, specializes in distinct fish, so you cannot catch salmon using a tuna fishing harbor.
Now accumulate 10,000,000 units of caught fish and the achievement is yours. Fish must only be caught, but it helps to store it in one or more large warehouses so the harbors can be emptied from time to time.
Fish can be exported and generates quite some revenue.
The amount of caught fish is cumulative and can be spread across multiple cities, if required. You need to unlock every specific harbor on each map.

If you select a harbour/fishing building but don’t place it, it will show you real-time cumulative catch numbers.
There may be a more sensible way of keeping up with progress, but that way worked for me.
It should be noted that farmed fish don’t count to this achievement.

Thanks for the input.
In my first version of the solution, I‘ve also referred to the difference between fishing harbors and fish farms, but since there is a specific achievement for farmed fish, I‘ve removed it from this solution. I‘m specifically referring to caught fish.
