How to unlock the Garbage Collection Issues achievement in Cities: Skylines - Definitive Guide

Works quickly if you have an existing large city (mine was 220k people).

Method as follows
Put down one pedestrian service building anywhere in your city
Create a pedestrian zone covering your entire city
Click on the pedestrian zone name and navigate to policies and turn on "Deliver everywhere"
Wait a few minutes until you unlock the small garbage service building (needs 3 garbage trucks / week in the main service building).
Place down 5 of the garbage service buildings anywhere you like in your city and just wait 2-3 minutes until they hit capacity (the buildings will display flashing red garbage trucks) and the achievement will unlock when the fifth one is at capacity.

Does it matter how many pedestrian roads you have in the city vs standard ones, how many recycling plants etc.?

The only content from the dlc I used for this was the pedestrian service and garbage service buildings so I don't think it matters. You could try building up your garbage before doing the method above by reducing funding in the budget tab and leave to run - don't know if this will work, but it should create a bit of a back log in the city.

Currently though, I’ve only been able to get a couple service points to max truck capacity, and it just fluctuates between the service points.
I’ve had 5+ points flash red quite a few times, but still no Achievement. I’m not sure what’s going on here.

It seems there was a patch recently (I’m on Series X) so I reloaded my city today (117k population) and applied this solution. Worked after 5 minutes, thanks.

I tried with my 240k city ... my garbage places never pass 2-3 trucks at at the time ... And the garbage is building up all over the city.
Shall I change my roads into pedestrian area streets?

I cant seem to get this. I have zoned my entire city as pedestrian, turned on the deliver everywhere edict and have no other garbage collection going on. The buildings do nothing, not even collect from my actual pedestrian streets?

I got the same method as @Upiasoft NA, I just put the incineration plants separately plus the 5 points together

Tried again with my 120k city, couldn’t seem to get 1 facility to fill up let alone 5. This city was previously all Universities as I used it for Campus, so no prior pedestrianisation.

Tried letting garbage pile up across the city before adding the facilities as well, all that did was cut my population in half.

Has anyone been able to figure out the mechanics of the garbage facilities yet, in terms of what causes them to fill up?

My guess is the following:

Trucks go to residences to pick up garbage
Trucks bring it back
Once full, trucks send it to your standard garbage facilities (recycling plants, incinerators etc.)

If I could figure out the mechanics I could maybe build a small city specifically for this Achievement but right now I’m a bit stuck.

+1 from me, worked perfectly in a city of 145k people with 28 incinerators.

However, before I was successful, I had tried to turn most or all of the incinerators off in order to get the garbage to pile up (in case that increased demand for the garbage trucks from the service points), but it did not seem to have any effect. While doing this, I also built a large number of plaza buildings in another attempt to increase the usage of garbage services, but this also did not seem to have any effect.

My only suggestion is that if you have already spent a bit of time with the pedestrian zones in your city, you should reload a previous save with no zones, and then follow this guide verbatim (also save once you have unlocked the garbage service points!).

So I haven’t been able to get it following this guide either but this is my understanding of how the garbage service points work. They basically function only with whatever actual garbage collection/processing buildings you have. The garbage buildings you have in your city apart from the service points will send trucks to pick up trash at said service points. From there they will take it back to the building they came from, and it just repeats that process over and over again.

The service points only exist to have trash collection in pedestrian areas, because the game intended for the player to use them where pedestrian roads are, and garbage trucks can’t go on those roads. But like the above has already stated, having pedestrian roads isn’t necessary for this as long as you have the deliver everything policy enabled.

Currently though, I’ve only been able to get a couple service points to max truck capacity, and it just fluctuates between the service points.

1. With a relatively developed city(at least 75K-80K population?), zone everything into one big pedestrian zone and place the service point.
2. After you unlocked the small garbage point after playing for a little while, turn on the ‘Deliver Everything’ policy for that pedestrian area.
3. Build a VERY LONG isolated two-lane road WITHOUT any outside connection and place 5 small garbage points side by side in the middle section of that road and just leave them there. They should be all 0/5 capacity for now, do not forget to provide good water supply for the road.
4. Wait a few weeks for the garbage inside the pedestrian area to pile up, less educated citizens piles up quicker. Depending on your city, just go AFK for a few minutes until the most of the map is starting to be filled with white garbage icons.
5. Pause the game, raise your garbage budget to 150%, and build as many incineration plants closely together and to the middle(I built 50+) as you can on both sides of the isolated road we built earlier, delete the extra length of the road if there is any.
6. Press start and watch garbage trucks causing traffic jams by themselves, piling up all capacities of our garbage points and giving us the achievement.
Tried on multiple saves, should work for any city with some population, even smaller cities if you wait for garbage piling to go red. Be sure to save some money before attempting this method. The other solution sadly didn’t work for me.

This is how it worked for me:

You have to have a lot of Garbage Incinerators and they have to be turned on. In a city of about 30k on the I have 12 Incinerator Plants.

Zone the entire City pedestrian with one service point, then after unlocking the garbage service point, build 5 of them and turn on deliver everything policy. Turn now the Incinerators and your landfills off and let garbage pile up for a while.

Then turn on all 12 incinerators and the number on the pedestrian inspection page climbs pretty fast from 0 to 100 capacity used
