How to unlock the Greenest City achievement in Cities: Skylines - Definitive Guide

This can be obtained fairly early in the game when your city is still small.
At the city size of "Big town" (7.500 - 8.000 inhabitants), the office zone will become available, along with the "IT cluster" specialization.

Up to this point, you'll have some industry zones in your city, and possibly some residential (self-sufficient buildings) or commercial (organic and local produce) specialized zones.
When offices become available, flatten all your industry zones and replace them by office zones. If you really want to make sure that the achievement pops, also apply the "IT cluster" specialization to the offices.
Now sit tight and wait until all smoking and polluting factories are replaced by shiny highrises.
Achievement should pop after a short time.

You can actually do this way before offices are unlocked. Just use farming industry. Didn't need office zones.

Water, ground and noise pollution don‘t affect the achievement. Just get rid of polluting factories like with offices or use specialized industry like forestry.
Works like a charm.

I obtained this while my "city" only had a population of 1,000.

Create a district that covers all of your industry zone(s), and set the district to only allow forestry industry - as this industry type doesn't cause pollution the achievement should then pop after all the industry buildings have changed over as it did for me.

You do not need any office zones.

To unlock the Greenist City trophy in Cities: Skylines, you will first need to play the game until you unlock the Big Town milestone which gives you access to Office Zones.

By this point, you will undoubtedly have some industry zones created, once the office zones become available, de-zone the industry areas (yellow) and re-zone them as office zones. Once all of the industry has been removed and the buildings have disappeared, it took around 2-3 minutes playing at 3X speed for the trophy to unlock.

You don't have to worry about any of your service buildings that might be causing pollution such as incinerators, power plants etc. You can keep them running and the trophy will still unlock.

Desptite the trophy mentioning office zones, you dont need to wait that long.

As soon as you have the "Worthy Village" Milestone (around a thousand pop) unlocked, you can create a Zone covering all of your city. Than set it for industry to "Agriculture Specialisation" and for commercial to "Organic and Local Producre". The trophy will pop after some time, when all the buildings are transformed.

This will also make the "Organistic" trophy pop, and if you set the Residential Specialisation to "Self Sufficient Buildings" als the "Super Self Sufficient" trophy will pop as well.

I had only Wind-Power at that time, no idea if it would make a difference to have a Coal Power Plant.

Oviously you can make a save before hand, and reload after. But it shouldn´t take more than 10 minutes anyway to get to that point
