How to unlock the Higher Education achievement in Cities: Skylines - Definitive Guide
You can build a lot of schools to meet the demand (I did it and got to 58%), but it's just more simply achieved if you build the Collider Monument later in the game (was able to do it after the 100k population, but keep in mind that it requires deep sacrifices to your city, so before going for the Collider, make sure you have some pocket money.)
If you don't want to go with the Hadron colider, make sure you have enough schools per neighbourhood and that they are accessible, Plus, elementaries are never too much and make sure you either have 1 uni on each big chunk of housing, or have it well connected.
Turn up the education investment to 100%, disable any districts that have Schools our and enable a city-wide policy of Education Boost.
Educated citizens will work in offices\commercial

Its possible with only building a lot of schools but i had it at a population of 150K so its easier to wait until you got that 100K and build that Collider Monument.

How does the collider help with the achievement?

Build enough elementary schools, high schools and universities to accommodate the eligible citizens for each group. It will take time but if you keep up with building educational buildings this will happen naturally.
