This is pretty simple, you HAVE to have the Green Cities DLC. Once you have that, you have to build up your city so you unlock office zoning. Once unlocked, draw a new district where you will put your office zoning at. Mark the zone for IT zoning only. Once the first building is being built this should unlock. Make sure you have no other office zoning before you mark the zone for IT otherwise you’ll have to delete all non IT office to get this achievement

To get this achievement you will first need to have the Green cities DLC.
1. Go to districts and areas
2. Find the office specializations tab
3. Select IT cluster.
Apply IT cluster to every district with at least one office zone in it.
