How to unlock the I Want It All achievement in Cities: Skylines - Definitive Guide

Most difficult achievement by far. As you have to contend with the game locking up and freezing constantly. I would certainly advise to have autosave off and to keep 3 or 4 different saves, it'd be wise to save every 10-15 mins so you don't lose too much game progress when it does crash! There are a total of 57 Unique buildings to unlock.

Most of these will be unlocked with natural progression but I have put a few pointers out there.

One thing to note - you can use game saves to your advantage. Some unlocks require 'destroying' your city. It'd be best to save before you 'destroy' as it is unlocked on your profile rather than the city. You can then simply re-load your save without your city being touched!

It is also worth noting that some maps don't allow you to place harbors thus not allowing you to unlock some buildings.


Good luck!

1.Amsterdam Palace
Construct 600 city service buildings.
Best done as one of the last unlocks. Just buy lots of water towers. (Nice and cheap)

2. Cathedral
2,000 abandoned buildings in the city for 4 weeks.
Use the save/re-load trick. Set all taxes to the highest possible and wait till this unlocks. You need a decent population so best going for it as one of the last unlocks.

3. Cinema
4,000 tourists in the city.
Unlocked through normal play-through.

4. City Hall
Public transport has 3,000 weekly passengers.
Should be unlocked through normal play-through. If you struggle then build lots of metro lines and stations (Quickest way to get weekly passengers) and set budget to 150% and the 'free public transport' policy.

5. Department store
City extracts a total of 8,000 units of natural resources.
Use the districts tool to change one of your industrial districts to a specialization. Pick an industrial specialization to match you cities natural resources.

6. The Gherkin
Construct 2 Harbor and 2 Cargo Harbor.
Not much to say here. If your lacking space then save, delete whatever buildings are in the way then place two of each and re-load your original save.

7. Government Offices
Average garbage piling per building at least 40.
Turn off any landfills you have and delete any incinerators. Also make sure recycling policy is turned off. Best used with the save/re-load trick. Will take some in-game months to unlock.

8. Hypermarket
30,000 squares of commercial zone built.
Should come with time with a big enough city. It doesn't matter whether it's low or high density buildings.

9. London Eye
Construct 2 instances of Airport.
Airports are unlocked at 70,000 population. Just build two.

10. Shopping Center
30,000 squares of residential zone built.
Again should come with time, I think I got mine at about 100,000 population.

11. Theater
Fill 5 instances of cemetery.
See number 17.

12. Sports Arena
Weekly education expenses 30,000 for 3 weeks.
Should come naturally. If your getting fairly close just ramp up your budget to 150% to increase expenditure and use 'education boost policy' (25% increased cost)

13. Statue of Liberty
City produces a total of 5,000 units of goods.
Easy enough, unlocked through having industrial buildings.

14. Arc de Triomphe
15,000 children in elementary schools.
One of the hardest ones. Tried many techniques to no avail. However I got mine through having 165k population which had about 10,000 children in school then 'killed' off my senior citizens which forced the adults to produce children. I turned off all hospitals - but had all budgets for hospitals set at 150% (for cemetery and crematoriums). I also had education set at 150% and 30ish elementary schools. Ended up with about 20,000 in school and a massive population boom!

15. Brandenburg Gate
10,000 full lifespans lived in the city.
Unlocked through natural progress.

16. Eiffel Tower
30,000 squares of industrial zone built.
The hardest in the game by far. It needs some serious prep and patience. There is no easy trick as far as I am aware. Keep education low as industrial buildings need less educated staff and use the 'schools out' policy. Just always make sure there is plenty of zoned areas available at all times for all 3 RCI's I unlocked this at 170k population.

17. Grand Central Terminal
Fill 7 instances of Cemetery.
Not difficult just very time consuming. a 'Fill' is 30,000 so you need 150,000 dead bodies in total. I didn't use crematoriums until I had this done. You need 7 full at the same time!

18. Casino
5,000 squares of leisure specialization built.
Use the save/re-load trick, district the whole map and change to leisure specialization under the commercial tab.

19. Driving Range
5,000 squares of tourism specialization built.
Use the save/re-load trick, district the whole map and change to tourism specialization under the commercial tab.

20. Fantastic Fountain
500 people transported using taxi.
Set-up a taxi rank, you will have this in no time!

21. Luxury Hotel
Construct International Airport.
Unlocked at 90,000

22. Zoo
Construct Fishing Pier and Riding Stable.
Should get through normal play-through.

23. Statue of Shopping
Requires at exactly ₡1 in debt.
Best used with the save/re-load trick. Not sure you need to do as the requirements says. I just ended up going into negative balance by spending every penny I had then adjusting all my budgets to 150%.

24. Plaza of the Dead
Requires 3 full Cemeteries.
You should be able to get this if your going for number 17.

25. Lazaret Plaza
Requires 3 weeks of <20% citizen health
Use the save/re-load trick. Shut down / bulldoze all your hospitals, reduce your health budget to 50% (to reduce how often and how quick the dead bodies are moved and move any water facilities next to any heavy pollution areas to make your population sick.

26. Statue of Industry
Requires 10,000 squares of industrial zone.
You should be able to get this if your going for number 16.

27. Statue of Wealth
Requires ₡500,000.
If you can't get this you shouldn't use this guide.

28. Mall of Moderation
Requires average garbage piling per building of at least 25.
Use number 7.

29. Posh Mall
Requires all tax rates at most 4% for 20 weeks.
Need some cash to pull this off. Use the save/re-load trick. As it says, change your taxes to 4% and wait 20 weeks.

30. Transport Tower
Requires 1,000 weekly passengers.
See number 4.

31. Fountain of Life and Death
Requires one full lifetime spent in a city.
Should unlock with natural progression.

32. Friendly Neighborhood Park
Requires 10,000 squares of residential zone.
Will unlock somewhere around 30,000 population.

33. Grand Mall
Requires Airport.
Built at 70,000 population.

34. Tax Office
Requires electricity production of 1,000 MW.
Again should be too difficult, just keep buying electricity utilities until you hit 1,000MW.

35. Court House
Requires crime rate over 50% for 5 weeks.
Use save/re-load glitch. Bulldoze or shut-down all police stations and wait.

36. Colossal Order Offices
Requires education at ₡20,000/week for 10 weeks.
Should unlock naturally, if not build lots of universities.

37. Official Park
Requires 10,000 squares of office zone.
Requires slightly higher educated population than industrial. Should unlock naturally, if not just keep zoning office zones.

38. Opera House
Requires extraction of a total of 3,000 units of natural resources.
See number 5.

39. Observatory
Requires 1,000 abandoned buildings for 5 weeks.
See number 2.

40. Business Park
Requires 20,000 squares of commercial zone.
See number 8.

41. Grand Library
Requires 7 Universities for 10 weeks.
Easy enough, will just need a little cash.

42. Oppression Office
Requires unemployment over 50% for 5 weeks.
Raise commercial, office and industrial taxes to the max. Just sit tight. Use the save/re-load trick for this.

43. Expo Center
Requires 2,000 tourists.
Unlocked through normal play-through.

44. High Interest Tower
Requires you to have ₡2,000 in debt
Use number 23.

45. Aquarium
Requires 5,000 children in elementary schools.
Will unlock naturally, if you find this difficult follow number 14.

46. Science Center
Requires 5,000 full lifespans lived in the city.
Unlocked with natural progression.

47. Servicing Services Office
Requires 300 city service buildings.
Will come with natural progression, if needed build water towers, very cheap service building.

48. Sea and Sky Scraper
Requires Cargo Harbor and Passenger Harbor.
Build one of each.

49. Theater of Wonders
Requires 3 Universities.
Easily done.

50. MAM Modern Art Museum
Requires 50% of population highly educated.
Use 'education boost' policy, have plenty of schools and universities and increase education budget. Will take a little while.

51. Cathedral of Plentitude
Requires construction of all city service buildings.
Self explanatory. They need to be in one city all at the same time.

52. Stadium
City produces a total of 1,000 units of goods.
Should get without any issues. Just need a little bit of industry.

For these last 5 you need to build the following buildings.

Tax office

MAM Modern art museum

54. Space Elevator

It sucks that my map doesn't include all unique buildings so I've to go back and start a new city for the first 12 listed ones. It's definitely advised if you read this before starting the game to check if your current map has all of these.

.. strange ... all buildings that are not unlocked with milestones i cant see. now i tried ... 2 airports .. no London Eye :(
Maybe after unlocking all milestones, i currently miss only 15000 children in schools

Now i know what happens: some maps dont have all unique buildings. I played on a map there only exits 45 and these 45 are enough to unlock the achievement.

I did some research tonight, and it turns out that if you select any map theme other than European, the number of unlockable buildings in the Landmarks category is significantly reduced.

From what I can tell all non-European themes have everything from 13. onwards.

Hi, i have one questions to the monument.

Is it the same like the other bulidngs. One time unlocked than they are unlocked in every save game.
So can i used the save and reload methode for this five also ?

Make sure you have a lot of Low Density Residential if you are looking for new Elementary School students.

Low Density Residential has a higher chance of bringing in Families (with children), whereas High Density Residential tends to bring in Adults.

For Arc de Triomphe, I already had hospitals off because I had the monument, but I turned off the monument and turned off the power on my city. Waited until I lost about 40k people and about a million bucks, then turned it back on and added a bunch of crematories.

Does anyone have any tips for the 30,000 Industrial Zone? I have been struggling for days now.. I've been building a dedicated city for industrial, providing plentiful services and demand for RCI. However at 50k population or so my industry starts complaining that there are not enough buyers for the products they make, resulting in the buildings becoming abandoned.

A google search turned to the traffic which if there is a lot of congestion. My city barely has any bad traffic though. Only the highway the the traffic uses to leave the playable map seems to be to full, resulting in busy roads around my city.

Did anyone have the same issue as me and/or have a possible fix?

To anyone new: Don't doubt for a second that this achievement is brutal. The Elementary schools and industrial zones are very time consuming. Just building zones does't help. You have to keep the city in good alignment. Death waves and your commercial zones being abandoned are constant threats. Sometimes you might play for hours and only add 1,000 zones. You'll get there though. Follow this guide and keep pushing. My game didn't crash at all, but slows down considerably if you zoom in too close. Population was just over 200,000 when this popped.

Unfortunately that means if you own the natural disasters DLC you would theoretically need to unlock the buildings of that DLC as well. However you can do this little trick to unlock the achievement if you have all buildings except those of the DLC unlocked: delete the DLC and start a new map (you can't load your save due to incompatible DLC) and the achievement will pop the second the map is loaded.

14. Arc de Triomphe
15,000 children in elementary schools.

This was truly one of the hardest for me. I had a city with about 125,000 people. A while ago, after idling for a long time and collecting afk money, I returned and "suddenly" build a really huge area of new residential zones and a few ingame-years later a death-wave occured. Skull-icons literally everywhere. Nearly 70.000 people died. I took the opportunity, deactivated the harbon collider, build as many elementary schools and cryo labs as I could and as the population recovered, the requirements were met with only 105,000 from my initial 125,000 people.

For the Eiffel Tower (and presumably other zone X squares requirements, while it does need to be built, it CAN be abandoned), I realized this around 28k squares in, in a 200k+ city, but you could presumably build a few thousand squares, evict them all by turning off power and sewer service to their area, then repeat and a new area. Letting you get 30k squares of industrial without 30k squares worth of trucks, power usage, etc.

I just popped this achievement randomly while idling trying to get the special disaster. And I wasn’t even close to having them all unlocked. I still needed 5 buildings. Has this happened to anybody else?

On the base game for me (with the Pearls from the East free buildings dlc...these require 850 population so not crazy requirements), this unlocked with only the 30k industry left to do (unlocked just as I did 30k residential requirement). Probably still advisable to go for this before installing dlc as there are quite a few more buildings added.

Thanks for this excellent guide!

Popped for me with one still locked: Eiffel Tower.
Gamepass edition, with all included (no paid) DLC.
I had built all Monuments and all but a few of the Unique buildings. Not sure if unlocking (free) DLC Unique buildings added to the count, or if it was just a glitch.

No complaints for not having to unlock Eiffel Tower, as I only had half the necessary Industrial Squares built, no Industrial Demand, 150K Population, and the Xbone creeping slower than normal speed with game on 3x speed setting!!!

Can confirm that it unlocks without the need for Eiffel tower/30,000 industrial squares. I have all DLC, including Sunset Harbour, and it unlocked without that building.

I the only DLC I do not have is Sunset Harbor. Also, in my Unique Buildings list, I had not unlocked:

You can also unlock 1. Amsterdam Palace using taxi stands. They are cheaper, but require open space on roads.

I don't think you need to worry about DLC buildings, AnObeseNun. I have the Green Cities DLC (and all the title updates) and this just popped for me when I had all the base game buildings unlocked except the Eiffel Tower, but still had not yet unlocked the Floating Gardens or the Ultimate Recycling Plant from Green Cities.

FYI - This achievement popped for me even though I never unlocked the casino and the driving range. I think maybe you only have to unlock all of the buildings under the tabs numbered 1-6 (the buildings that are required to unlock the monuments).

This unlocked with about 5 or 6 buildings left.
I was sitting here trying to fill up 5 and 7 cementaries and it unlocked before even getting the 11. Theater

I had a few more buildings still locked like the ones for 30k residental land, stuff like that.

@Citizen That's a good guide; I got up to 13k before the growth stopped, but I think I can get to 15k if I convert my High Density Residential to Low Density in between when the population drops and returns.

15,000 Elementary School students.
5,000 leisure commercial. (Easy)
5,000 tourism commercial. (Easy)
7 full Cemetaries. (Easy)
30,000 industry.

Also, on an unrelated note I am struggling with Happy Town. Has anyone got any advice or a link to a guide that could help me with either {a} creatign a "Happy Town" city from scratch or {b} raising Commercial Happiness enough to hit the 95% average?

I am now seeing the pop-up notification on my industrial buildings with the notifaction of: "not enough buyers for the goods." I am currently at a population of 204K and it's weekly growing with ~400-800. My 3 bars, which show the ask of Industrial (25.5K squares), Commerical (35.7K squares) and Residental (80K+ Squares), are all empty. So how come that I've no buyers for the products that are made? Bad connection? Overall I've 6 Harbors for goods and a Airport, but, the airport doesnt work for some reason, 0 passengers a week, weirdly enough. I also have many Train stations for the transport of goods. So does anyone know how I can solve the issue?

TL;DR - Unlock the Academic Library too, but DLC doesn't matter.

I unlocked all of the buildings in the above list, and the achievement did not pop. I had only the Green Cities DLC installed, some of its unique buildings were unlocked but others were not.

I then unlocked the Academic Library (some of the Green Cities DLC buildings were still locked) and this popped the achievement immediately.

i.e. my experience is don't worry about buildings from the paid-for DLC packs, but you do need to unlock the Academic Library

To get the Academic Library, you need a) 25% of pop. highly educated, b) at least five public libraries, c) at least 300 library users (tracked on the education info screen). The hardest requirement is (c), I recommend building enough public libraries to cover all of your residential areas, for me it was 15-20 libraries in a city of 230k. I also turned off my Hadron Collider. If you're struggling, build more libraries and turn off other leisure facilities (as the library is considered to be a source of leisure).

As several people have commented already, you need the Academic Library as well as most of the other ones listed. I just unlocked this achievement, but without Arc de Triomphe and Eiffel Tower. I have all paid DLCs that add achievements.

Good advice given for unlocking the Eiffel Tower :)
Definitely the hardest of the buildings to unlock, ended up with the Eiffel being the last I needed. I really hoped I wouldn't have to get my population to 170k to have built the city up enough to have 30k of industrial zone, but am glad that I'd been forewarned to prepare myself for the grind! In the end I had around a 175-180k population and the achievement popped once the Tower was unlocked without me having to purchase and place it :)

If you have unlocked one special building it will be unlocked for the future.You can use the save and reload tactic.

I have problems with the arc of triumph building. The guide will no worked for me.I followed it step by step but when i reached 30k down from 112.000k not enough new people came to my city!i have more than 6.000.000 dollars lost and only reached 60.000k people in more than 2 years.So i don't understand where the probelm is?I also have only 10%!childs in my city and in my elementary schools.Can anybody help me?

Do you have any advice for getting 15,000 children into Elementary Schools? Just wondering what size population I need before that is possible. My current largest city has 100,000 population and 7,000 Elementary School students, although I believe they will only attend Elementary School if I disable the Hadron Collider.

Alternatively, which map/theme has the easiest unique building requirements? I have unlocked all of the buildings related to Monuments but the Landmarks and Leisure buildings may prove tricky.

Also a good tip for unlocking the Eiffel Tower (30,000 squares of industrial zone): Specialize a district to forest industry. I've boosted up about 10,000 squares relatively quick by just zoning a district with forest industry as those buildings go up to level 1 rank maximum meaning more space for less requirements needed. You also don't need to keep your education level low. Even if you have like me 80-90 percent of your people highly educated (I had the 'Schools Out' policy and the Hadron Collider active at all times). They will all work in industry if there is nothing else (office zones) to work for.

This trophy is for unlocking the ability to build all of the buildings included in the base game (DLC buildings are not required). You also have to build all of the buildings required to unlock the monuments.

Step 1: Progress through the game normally until you reach the final milestone and unlock monuments. This will unlock all of the normal city service buildings.

For the next steps, you will be working on unlocking unique buildings. Based on my experience, I believe that you only have to unlock the buildings listed under the Roman numerals (I - VI). I unlocked this after building the last required building for the fifth monument and I still had several other buildings under the other categories locked (specifically the Eiffel Tower, the casino and the driving range).

Step 2: Unlock all of the unique buildings that require you to do good things. Most are pretty simple, but here are some highlights of ones that take a bit of extra effort:

Statue of Industry
Have 10000 squares of industry
These have to be built squares, not just zoned. Also, doesn't count offices - only the yellow zones. This will take a little while if you focused on offices, but just keep zoning yellow while you play and it will get there eventually.

Official Park
Have 10000 squares of office
Same as above, just with office zones

Business Park
Have 20000 squares of commercial
Same as the last two. I found this to be the most tedious because I didn't have much commerical to start. This needs a lot of residential and a lot of industrial to grow. Keep playing normally and this should eventually happen as long as you keep zoning blue.

Aquarium
Have 5000 children in elementary school
Another tough one. This didn't unlock until I had around 90k population. Just keep building those elementary schools!

Modern Art Museum
Have 50% population highly educated
Just make sure all of your population is close to each of the three school types and keep building high schools and universities until this happens. Libraries also help a little. If all else fails, build the Hadron Collider monument.

Step 3: Make a backup save and then work on unlocking the unique buildings that require you to do bad things. Here are some highlights:

Mall of Moderation
Average Garbage Piling of at least 25
Close all of your dumps/incineration plants and turn off recycling and wait!

Lazaret Plaza
Citizen Health below 20% for 3 weeks
Do this right after the garbage one, since garbage also contributes to low health! Close hospitals and clinics and then move your water pipes down stream of your sewage runoff. Can also build polluting services next to residential zones if needed.

Court House
Crime Rate above 50% for 5 weeks
Close all police buildings and prisons. Can also jack up the taxes for commerical/industrial to increase unemployment rates.
Can also be done as part of the Tough City trophy.

Oppression Office
Unemployment over 50% for 5 weeks
Do this in conjunction with the Court House. Jack up taxes all the way and businesses will close down.

Observatory
Have 1000 abandoned buildings for 5 weeks
This will come naturally with the previous two buildings.

Posh Mall
All tax rates at 4% for 20 weeks
Not hard, but you'll need a decent cash cushion (a few million) to withstand the deficit.

Step 4: Build all the buildings required for each of the monuments. You can click R3 when highlighting the monument in the build menu to see the next building required for each monument.

Academic Library is also required. I just unlocked the trophy after finally getting 300 Library users. Hint: Build libraries in residential areas. Make sure there is no red areas.

A very easy way of getting this achievment is by launching the game with " --enable-dev-ui " in Steam launcher (Right click on game in your steam Library > Properties > Set Launch Options > paste " --enable-dev-ui ") and the Achieve it mod (Subscribe at the Steam Workshop to have it downloaded automatically and enable it from Skylines Main Menu under Content manager > Mods). When enabled you should be able to load up a map, select tab and unlock all buildings (I am not sure but i reccomend havng a city with more than 5000 people). Then save your game, close the game and steam. Then reload without the Dev UI options and load your saved map. The achievment should pop up and if not check that you have everysingle building unlocked (like bus stops and all types of transportation stops)
