There are four Toll Booth buildings (listed below), found in the last tab of the roads menu. Toll Booths do not need to be functioning, powered, connected to highways, etc., only built.
1) Two-Way Small Toll Booth
2) One-Way Small Toll Booth
3) Two-Way Large Toll Booth
4) One-Way Large Toll Booth

just did what you said, but the achievment didnt unlock

Save game , build the 4 booths , speed up city achievement pops , re load and save 94k money.

As mentioned above, there are four Toll Booth buildings which can be found in the last tab of the Roads options.
These simply need to be on the map all at the same time; it does not matter if they are used or functioning etc, so this can be achieved in seconds and you can then demolish them all and get a refund :)
If you decide to tick this achievement off your list it will cost you 94k to buy all four Toll Booth Buildings.
