This achievement can be unlocked once your city unlocks "Worthy Village" at a population of 950 residents. I simply created a district over my entire city and applied the commercial specialization "Organic and Local Produce" to the district. Note: all of your commercial buildings will begin to disappear and reconstruct. It took about and minute or two for the achievement to pop.
I also applied the residential specialization "Self-Sufficient Housing" at the same time to unlock:

Is this bugged or something? Can't get this to work even after dezoning. Both other achievements popped (it cluster/self sufficient housing)

You can geht that trophy pretty soon, after unlocking the the "Wothy Village" Milestone. That Milestone should be somewhere around 1000 population.
If you keep all you commerical areas together till this point, simply create a commercial zone, that contains all your commercial areas, and special it to "Organic and Local Produce".
After some time the existing buldings will be gone, and the specialized "Organic and Local Produce" buldings will appear.
Just leave it alone for some minutes, and the trophy will pop.

Cover all of your commerical zones with districts, and set all districts to Organic and Local produce.
The achievement will pop once all existing commercial buildings have been converted to Organic and Local produce.
