To unlock the Parking Not Forbidden trophy in Cities: Skylines, you will need to have purchased the Parklife DLC pack and have it installed.
Once the Parklife DLC is installed, you will have a new park creation icon. Place 10 dots in 10 different locations and the trophy will unlock.
