How to unlock the Playing With The Boys achievement in Cities: Skylines - Definitive Guide
Hello,
the "beach" part in the description is misleading.
To get the Achievement you need to create a district (or many), make it a "tourism specialization" district and fill it with high density commercial zone (low density should also work, but I used high density only).
The Achievement will pop when enough of the zone has buildings built on it (It is not enough to just create the zone).
Depending on the size of your city you will have to wait a while. I had ~ 37k people in my city when I did it.

I have over a thousand tourism squares built and this has not popped, also almost 5000 leisure squares built and that achievement has not popped either. Is this glitched? Does it include abandoned buildings?

I don't know if abandoned buildings count. It is likely glitched, would not be the first achievement in this game. I started my town after the patch hit. Maybe you have to start over

To unlock the Playing With the Boys trophy in Cities: Skylines, you will need to to have a total of 1,000 squares of tourism specialized commercial zone. You don't need to be playing on a map that includes lots of beach/coast.
Simply setting the squares as tourism specialization isn't enough, the squares need to be built upon, so this is something that will come later in the game, even though the tourism specialization unlocks once you reach Busy Town level at around 1,200-5,000 population.
This will be easiest if you have a large city, make a separate save of it, and then draw one huge district across the whole map and set it as tourism specialization. You should begin to see the commercial zone buildings being demolished and replaced quite quickly as there will be lost of demand from your high resident count.
Fast forward time a while until the trophy unlocks.
