I have established a postal service in my 200k+ populated city, and it was a piece of cake.
Firstly, find a good spot to build that large post sorting facility. Since it creates a lot of traffic, make sure to have access to a good highway connection. Also, if you own a cargo train station, this is also a great source for postal services.
The mail reaches this facility unsorted and must first be sorted. This can take a little bit of time.
Post offices create a lot of noise and are usually not recommended in residential areas but it proved to be very successful. The catchment area of a post office goes down a road at first, but reaches out circular afterwards. Place the post office on large, busy roads to ensure a faster spread.
I have gained 1 Mill. delivered letters after less than 20 minutes. Just place two post sorting offices on opposite sides of your city and spread six to eight post offices on large roads around your city.
