How to unlock the SIMulated City achievement in Cities: Skylines - Definitive Guide
First, you will need to hit the final Milestone in your city's growth, Megalopolis. Exact population size required for this apparently depends on the map (for me it was 60,000, but I've heard conflicting accounts). This will also unlock Monuments.
While on the way, you can purchase new map tiles from Areas.
Note that nine tiles is the maximum size of your town, and you cannot own all of the tiles you can potentially choose at any point, so this might come as a surprise. Plan your tile purchases accordingly, so you don't end up with an awkward area.

If you have any mods enabled, it will disable your ability to get achievements. If you have a city that you started using mods on, then that city is "dead". Your city must never have the taste of mods if you want achievements. I suggest having a separate city for achievements and naming it something so that you know to disable mods when playing on it.

To unlock 9 total map tiles, you have to have a city with a population of 90,000 people. Once you do that, you'll have the option of buying up to 8 extra map tiles. They're super cheap the entire time. Even though they go up in price each time, it's by less than 1,000 each time. It doesn't matter which pieces you unlock. Just as long as you go up to 9.
