Super simple achievement to get.
Pull up one of your saves or start a new city.
On the bottom bar it will be the far right option that had a green person on it. Pedestrian Zones.
You’ll need to paint a pedestrian zone disctrict. I’d do it in an area that has a decent amount of space. Like a nice park sized area. This is the first tab.
Under the third tab you’ll use the second option available which should be titled “Small Ice Cream Stand Plaza” for $800.
Build 10 of these and the achievement is yours.

This is just a title update right? Not dlc? Because I've downloaded an update, but when I load my cities I have saved I'm not seeing the pedestrian district option?

Hey Breadly this is a paid DLC unfortunately. I believe with all the extra stuff that came out it’s $29.99 or by itself I think it’s $14.99

Very simple, paint a pedestrian area and then go to your park and plazas > pedestrian area plazas > small ice cream stand plazas and place ten of them in the pedestrian area you just painted.
