The requirements here seem vague at first since this achievement, unlike The Sweetest City comes with prerequisites.
What you will want to do first is use any of the DLC streets, which you can find under Pedestrian Areas, to make a street. Then paint your district with the Pedestrian Zone paint tool and place down a Small Pedestrian Area Service Point inside that zone. This way you can also inspect your zone with the Inspect tool to see how many squares you have of the 150 required. With all that done, use either the residential, commercial or office zoning tools to paint the squares next to the street.
Repeat two times and make sure to inspect your pedestrian zones to check if they have a focus. You'll obviously need all three zones to have a unique speciality.
