How to unlock the Executive Decision achievement in Cities: Skylines II - Definitive Guide
City Districts are unlocked when your city reaches Milestone 4: Grand Village (8,300xp).
City District Policies are unlocked when your city reaches Milestone 5: Tiny Town (13,600xp).
The Districts Tool is under the AREAS tab of the HUD at the bottom. Right next to ZONES and looks like a white square.
The first tool will be the District Creation Tool. It works with nodes that have to connect to each other. The nodes work basically like a fence to keep the district laws and the services that are assigned inside the "fenced" area. "Fence" off a part of your city or the whole thing and connect the final dot to your first dot, you'll know it worked when the district is now named.
The policies that you unlock at Milestone 5 are:
(The Taxi Minimum Fare policy at Milestone 4 is a citywide one and will not work.)
