How to unlock the Happy to Be of Service achievement in Cities: Skylines II - Definitive Guide
City Districts are unlocked when your city reaches Milestone 4: Grand Village (8,300xp).
The Districts Tool is under the AREAS tab of the HUD at the bottom. Right next to ZONES and looks like a white square.
The first tool will be the District Creation Tool. It works with nodes that have to connect to each other. The nodes work basically like a fence to keep the district laws and the services that are assigned inside the "fenced" area. "Fence" off a part of your city or the whole thing and connect the final dot to your first dot, you'll know it worked when the district is now named.
Now select any city service building such as a Healthcare, Fire & Rescue, Police & Administration, etc. and it'll have a new option for Operating Districts. Click the button "select operating districts" then click your newly created District.
(If not selected to only work in one district the service will act normally within their range of operation. Services can also operate in more than one district.)
