This achievement can be unlocked in the first time tutorial. You have to complete several tasks and you should get this achievement whilst playing the tutorial.
Edit #1: XxINxDUExTIMExX has pointed out that this achievement will not be granted if you import electricity from other areas, you must build a power supply in your city.

Just to add to this... You must build a power station of some type. Importing electricity does not count towards the achievement

Easy and quite simple.
If you know the game and have already played the first Citites Skylines, you know what to do. If not, it's likely that following the tutorial will unlock this achievement, but I'm not sure. I've played CS:1 and did the tutorial anyway, but I don't remember if I unlocked the achievement by doing it, probably yes.
Basically all you have to do is start creating a first city. Build a couple of streets and maybe grids to make it easy and set up residential, commercial and industrial areas. You will want to separate the industrial areas from the others for the long term of the city and for general pollution. Then you should supply water and electricity, most likely using a couple of wind turbines connected with low voltage wires and pumping stations set up on a river or lake to draw water connected with pipes, since you will be starting from scratch and have the basics. If everything is done correctly, the achievement will unlock.
