When you start your city you will have access to 3 of the 4 zoning types; Residential, Commercial, and Industry. The 4th zoning type is Office which unlocks at Milestone 4 Grand Village. Once low-density office becomes available, zone an office building, and the achievement will unlock assuming you have already built the 3 other zones already.
