Cities: Skylines II

This should come naturally in a playthrough. In the signature building tap you can see the prerequisites for every signature building. Most are based upon X amount of building types, levels and Some special (education for example) buildings. I unlocked It around level 10. You have to build the buildings, not just unlock them
